Free basic education strategy development volume 7: Support for poor families in meeting the personal costs of basic education

This paper forms a part of the work of ACDP 006 project on Free Basic Education Strategy Development. The objective of the project is to develop a comprehensive strategy for the implementation of Free Basic Education (FBE) in Indonesia, covering policy, funding, accountability, capacity development and system requirements. The strategy also has to address the particular needs of that section of Indonesia's population which finds it difficult to meet the costs of basic education even where there is no requirement to pay school fees.
