Good governance certainly involves all parties, not only the government alone but
also the community. Likewise, the Kampar District Government as a work unit for the
regional apparatus seeks to compile a work plan as a development reference in an effort to
maintain and improve the performance of community services. This has become the main task
and function of the district government. The hope is that there will be a synchronization of
sub-district programs and activities with regional development targets and targets. In the end,
it can become the direction and benchmark for the implementation of development. From this
condition, in its implementation there are still problems.From these conditions, the problem is
that the government and society are still difficult to determine development priorities to be
implemented, government officials and the community find it difficult to find an agreement in
development planning and the limited budget managed by the district government. According
to Bintoro Tjokroamidjoyo in Lijan Poltak and friends (2014), that the understanding of the
conception of trustworthy governance is based on principles; accountability, transparency,
openness, law and fair treatment. In general, the government plays a role in creating a
conducive political and legal environment. From the research that has been done, it is found
that community-based development has prioritized accountability, transparency, openness,
law and fair treatment. The obstacle is that transparency is underutilized under the law on
electronic information and transactionals. Then not all services are online based and the
capacity of the apparatus is limited.
